Central Plains Chapter Meeting:

"Roles of the KBI and Emerging Threats to Kansas", Tony Mattivi

Presentation: KBI Director Tony Mattivi will be talking about the roles within the Kansas Bureau of Investigation, and how the KBI supports our partnering agencies throughout the state of Kansas. Director Mattivi will also speak and educate on the emerging threats to Kansas, such as the initiative to fight against fentanyl. Introduction of Assistant Special Agent in Charge (ASAC) Chris Turner of the KBI's Cyber Crimes Unit (CCU). Discuss the concept and structure of the CCU and the role of KBI's CCU, including Digital Forensics. Discuss the current trend of Cyber related crimes seen in Kansas. These include Ransomware, Business Email Compromise (BEC), Network Intrusion; as well as, romance and other scams committed against Kansas citizens.

Speaker Bio: Tony Mattivi, Director of the KBI, has prosecuted several cases throughout his 20 years of
prosecuting drug trafficking, violent crime, racketeering, organized crime, gangs, money laundering, and terrorism cases. He has been the lead prosecutor as well as led teams on high profiled cases.
Over the years, Tony has worked for the Kansas Attorney General's Office, Shawnee County District Attorney's Office, and as legal counsel for Medcor.
Tony was nominated to be the 13th Director for the KBI, by Attorney General Kris Kobach, and was confirmed by the Kansas Senate on February 9, 2023.

Speaker Bio: Chris Turner, Assistant Special Agent in Charge (ASAC) has been a Kansas law enforcement officer for over 22 years. Chris' experience started as a Deputy Sheriff and progressed to Undersheriff while at the Pawnee County (KS) Sheriff's Office. In January of 2011, Chris was hired by the KBI as a Special Agent and assigned to the Special Operations Division (SOD). While assigned to SOD, he investigated crimes involving Drug Trafficking Organizations (DTO), firearms related crimes, and priority offender targeting. Chris served on the KBI's Technical Services Team (TST) which included the emplacement of wire intercepts, GPS Pings, cellular phone extractions, and numerous other technology based investigative tactics. During his history with the KBI, Chris' interest in technology and its inclusion as evidence was expanded. Chris attended the National Computer Forensics Institute (NCFI) and obtained his Mobile Device Examiner and Advanced Mobile Device Examiner. In 2021, Chris was promoted to Assistant Special Agent in Charge or the Northeast SOD. In 2023, he began supervision of the KBI's Cyber Crimes Unit (CCU). He is also a current operator for the KBI's High Risk Warrant Team (HRWT); a position he's held since 2012.
